Does this bumper stick out further than the stock bumper?

The Stealth Fighter Front Bumper sticks out only 1/2-inch further than the OEM bumper. This allows you to fit LED lights within the bumper without significantly increasing the overall length of the vehicle.

Are the side light mounts just empty holes if I don't install lights?

No, the side mounts sit behind satin black aluminum panels with vented slots. So, if you decide not to mount any side lights, there are no empty holes in the bumper.
