What is the best way to clean this filter?

aFe recommends using their filter cleaning solution, or a similar mild, non-oiled cleaner. Apply the cleaner, let it soak, then rinse the filter from the inside out with low-pressure water. Allow the filter to air dry completely before reinstalling.

Does this filter require oiling?

No, this is a non-oiled filter. The three layers of progressive synthetic media provide filtration without the need for oil. This makes maintenance easier, as you don't have to worry about properly oiling the filter after cleaning.
