They are made from a hardened steel alloy that acts as a protective seat for both the cylinder head and the shim underneath.
What makes these unique is their design. Instead of an outer locating shoulder that requires significant machining to the cylinder head, these are ID (inside diameter) locators. This means the locating shoulder is on the inside, and they also include the spring cup. This design helps keep the valve spring properly positioned and stable, even under extreme loads.
