This is a Grams Performance -8 AN outlet adapter fitting. It's made to convert the outlet on Grams Performance 440 fuel pumps from their stock metric fitting to a standard -8 AN fitting. This makes it easier to connect your fuel lines using common AN fittings and hoses, which is often preferred for custom fuel system setups.
