How do I clean and re-oil this filter?

K&N sells a cleaner and oil kit specifically for this purpose. Clean the filter according to the instructions on the cleaner, let it dry completely, and then apply K&N filter oil evenly over the filter media. Allow the oil to soak in before reinstalling.

What is the flange made of?

The flange is made from pliable rubber. This allows it to absorb vibration and stretch slightly (up to 1/16 of an inch) to fit in-between sizes.
