The cleaning intervals depend on your driving conditions. In normal conditions, clean the filter every 50,000 miles. Clean it more often in dusty conditions.

What do I use to clean this filter?

K&N sells filter cleaning kits specifically for their oiled cotton filters. These kits include both a cleaner and filter oil, which are required to properly maintain the filter's performance.

Does this filter come pre-oiled?

Yes, this filter comes pre-oiled from the factory. You do not need to oil it before installation. Just install it and go.
